CHAPTER 9 - PROTOCOL 1

Leadership Development Audit

TIME75-90 minutes
OWNERDistrict leader with principals and development partners
ARTIFACTDevelopment-system audit + one redesign priority
SUCCESS CRITERIA
  1. The audit examines alignment, timing, application, follow-up, coaching, evidence, access, and duplication.
  2. Formal offerings are distinguished from the larger learning ecosystem.
  3. Leaders’ problems of practice and lived experience shape the findings.
  4. One redesign priority has an owner, evidence, and return date.
IMPLEMENTATION STEPS
01

Inventory the current model

Map offerings, audiences, timing, required participation, learning modes, ownership, cost, and intended outcomes.

02

Trace learning to practice

Examine whether learning connects to role-specific problems, application, feedback, coaching, evidence, and refinement.

03

Identify friction and gaps

Locate episodic design, duplication, poor timing, access barriers, weak relevance, unsupported transfer, and missing learning modes.

04

Select the redesign priority

Choose one structural change and define a thirty-day first test and return evidence.

REFLECTION PROMPTS
  • Whose learning needs are least visible in the current calendar?
  • What do we count because growth itself is harder to measure?
  • Which useful offering fails because the surrounding system provides no application or follow-up?
EQUITY GUARDRAILS
  • Do not treat all workshops or conferences as inherently ineffective; study their role in the full learning cycle.
  • Protect confidential leader feedback and avoid punitive use of developmental evidence.
  • Audit access by role, geography, race, disability, caregiving, time, and other relevant conditions.
